AbstrakABSTRAK INDONESIA : Program Kompensasi Pengurangan subsidi BBM (PKPS-BBM) berupa Bantuan Langsung Tunai (BLT) digulirkan untuk mengurangi dampak yang dirasakan oleh rumah tangga miskin , akibat kenaikan harga BBM. Untuk mendukung program tersebut diperlukan ketersediaan data rumah tangga miskin bersifat mikro. Dalam proses pendataan, yang diasumsikan mengenal baik kondisi social ekonomi warganya tetapi tetap terjadi konflik dalam proses pendataan. Penelitian ini bermaksud untuk mengungkapkan tentang kriteria yang dijadikan acuan oleh ketua SLS/RT dalam menetukan rumah tangga miskin, penyebab konflik, serta manfaat program bagi rumah tangga miskin. Studi kasus dilakukan analisis dengan menggunakan metode analisis deskritif kualitatif. Untuk penentuan rumah tangga miskin, tampak disini pemerintah belum percaya sepenuhnya pada ketua SLS/RT. Pemerintah melakukan vertifikasi lagi dengan 14 variabel, yaitu menggunakan kriteria yang sifatnya seragam untuk seluruh Indonesia. Selain itu, transparansi program tidak dilakukan oleh pemerintah ke masyarakat. Ketua RT pun dalam menentukan daftar warga miskin, tidak transparan terhadap komunitasnya. Metode pendataan seperti itu serta tidak adanya tranparansi program, berpotensi menghasilkan data yang kurang tepat dan tidak dapat diterima oleh masyarakat, dan menimbulkan konflik. Di sisi lain, konflik yang terjadi menimbulkan hilangnya trust pada aparat baik ketua SLS/RT maupun desa. Untuk itu program yang terkait dengan beneficiary sebaiknya cara pengukuran kemiskinannya tidak bersifat sentralistik dan lebih baik dengan pendekatan lokal. Legitimasi dan transparansi informasi berperan penting di dalam menentukan beneficiary. Kata kunci : penentuan rumah tangga miskin, transparansi informasi, konflik, pendekatan lokal. ABSTRAK INGGRIS : The government’s program to compensate for the fuel subsidy reduction (PKPS-BBM) in the form of direct cash assistance (BLT) is introduced to reduce the Impact on poor family thah is caused by the increase of fuel oil prices. To support such program, it is needed the availability of micro poor family data. In the process of collecting the data, it involves neighborhood unit (RT) heads as informant of poor families. Though it involves neighborhood unit heads in collecting the data who is assumed knowing well of their people’s social and economic conditions, it still arises some conflicts in the process of collecting the data. This investigation is aimed to reveal some criteria that are promoted by neighborhood unit head in determining poor family, causal factors of conflict, and the advantages of program for poor family. This case study Is conducted in Bandung Regency that uses qualitative approach. Based on the collected data, the data need to analyze through qualitative descriptive and analysis method. To decide who belongs to poor family, the government does not fully believe In neighborhood unit heads. The government conducts verification by 14 criteria, that are by using the same criteria for Indonesia. In addition to that, the government does not conduct program transparency to the society. In determining the list of poor families, neighborhood unit heads are not transparent to his community. This collecting data method and no program transparency will cause imprecise and unaccepted data by society, and cause conflict. Besides that, the conflict that is happened brings about untrustworthy to the government agencies whether It is neighborhood unit heads or village headmen. So that, the interrelated program to the beneficiary not to measure the poverty by centralistic approach and it is better to use local approach, by involving local government roles in determining beneficiary.
