Consumption is the basic needs that reflect the socioeconomic conditions. The aims of this study are 1) to describe in poor households expenditure pattern, especially in the health, education, staple food (sembako), kerosene, gas and cigarette, 2) to analyzes the function model of total consumption and staple food consumption function and 3) to prove the Engel’s Law. From the economy theory side, consumption analyzes the Marginal Propensity to Consume (MPC) value and variables which influence the consumption rate. Variables which affect those two consumption functions are income, households size (toddlers, children, and adults), and wife’s education level. The data which are used in this study are 2008 and 2009 Susenas Panel. The results from this study show that expenditure for health and education is quite low. Conversion of kerosene to gas is still not effective because the average consumption of gas is just 1.11 kg/household/month. Cigarette consumption in Banten is quite high which reached Rp 85.000/ household/month. The MPC of poor households very among the province. The average value of MPC total in Java Island is 0,895. Variables is income and household size significantly influence the rate of total consumption and consumption of staple food. As income gets higher, or household size gets bigger, the rate of consumption increases. Engel’s Law can be applied for poor people. Keyword: expenditure households and consumption function
