AbstrakABSTRAK INDONESIA : Tidak ada ABSTRAK INGGRIS : AAN HARTONO. The Characteristics of Border Regencies and The Factors That Affect Their Economic Growth. Under direction of BAMBANG JUANDA and WIWIER RINDAYATI. State border is the main manifestation of the territory sovereignty of a country that has a major role both in determining the boundaries of a country, the utilization of natural resources, national defense, and economic sovereignty of a country. Geographically, Indonesia has borders with several neighbor countries in land border and sea border. In the land border, Indonesia has border with three countries, Malaysia with West Kalimantan Province and East Kalimantan Province, Papua new Guinea With Papua Province and Timur Leste with East Nusa Tenggara Province. In 2005, The Ministry of The Development of lagged areas thorough the decision of The Minister of The Development of lagged areas number 001/Kep/M-PDT/I/2005 on National Strategy of The Development of lagged areas published 199 lagged regencies in Indonesia, spread out in almost all provinces in Indonesia. Twenty six of 199 regencies are border regencies, consist of 16 regencies with land border and 10 regencies with sea border. These data show that the overall land border regencies are lagged areas. The purpose of this study include : analyzing socio-economic conditions in the border areas of West Kalimantan, East Kalimantan, Papua and East Nusa Tenggara, analyzing economic base sector, analyzing development disparities, analyzing pattern and structure of economic growth and per Capita Gross Regional Domestic Product (GDRP) in the border regencies. The methods used are: Descriptive Analysis,Location Quotient Analysis, Analysis of Regional Income Disparities, Klassen Typology Analysis, Shift Share Analysis and Panel Data. The research concludes that: macroeconomic conditions and human development performance in border regencies showed a significant improvement since the implementation of regional autonomy. In general, the economy base sector in the border regencies is agriculture, it found that development disparities occur between border and non-border regencies in 3 provinces, East Kalimantan, East Nusa Tenggara and Papua. The pattern and structure of economic growth in the border area in 2003 and 2008 was varied. Most of the border regencies in the province of West Kalimantan and East Nusa Tenggara have low competitiveness, Economic Growth in the border regencies is significantly affected by civil servants expenditures, the amount of the labor force and the road length. Meanwhile per capita GDRP is significantly affected by civil servants expenditures and the road length.
