AbstrakABSTRAK INDONESIA : Tidak ada ABSTRAK INGGRIS : SUPARNO. Analysis of Economic Growth and Poverty Reduction:pro poor Growth Policy Study of Indonesia. Under supervision of R. NUNUNG NURYARTONO and TONY IRAWAN. In the effort of poverty reduction, benefit of economic growth should be to extent to the poor and provide them with opportunities to improve their economic condition or called pro poor growth. The purposes of this study include: analyzing the growth and distribution effect of poverty reduction by sector and area status, analyzing the determinant of poverty reduction. The methods which were used are: descriptive analysis, shapley decomposition of poverty analysis, poverty equivalent growth rate (PEGR), and panel data analysis. The research concludes that: during period 2002-2005, income growth affected poverty reduction and increased inequality increased poverty. The economic growth is not yet pro poor at all sectors and areas. While during period 2005-2008, income growth affected poverty reduction at all sectors expect in urban services sector. Inequality reduction affected poverty reduction at urban industrial and services sectors and rural industrial sector. These sectors have pro poor growth while other sectors are have not yet had pro poor growth. Based on the result of panel data analysis, poverty reduction is significantly affected by productivity of agricultural, industrial and services sectors, realization of expenditure of APBD per capita and level of education. Implication of policy which can be suggested is policy leading to pro poor growth policy like PNPM mandiri and KUR need to be intensified. Poverty alleviation program more focused in rural, by intensifying associate program for the agenda of revitalization of agriculture, lead to development the labour intensive agroindustry, extend financial access for agriculture, and labour intensive agroindustry. Improvementof productivity of agricultural, industrial and services sectors has wide implication in reducing the poor. Therefore, need to efforts which can increase productivity like utilization result of research and development, improvement of infrastructure, improvement of capacity building must be done comprehensively. Improvement effort of schooling program from 9 years must be continued to become 12 years and more paying attention for equity of opportunity in obtaining education access. Utilization of allocation APBD that more streamlined for empowering of the poor. Keywords: economic growth, poverty reduction, inequality, pro poor growth.
